Everyone was well aware of every element of that legislation... Everything was explained to them and they just played the 'I don't want my fingerprints on it' with the majority in favor with what was coming their way; within their state.

If they did not read the bill, then why in the world would anyone vote against something without reading it; there could have been some pretty good stuff in there.
This is all 3rd-grade level. They knew exactly what the bill read... but thinking getting up on the Senate floor and tossing the bill on the floor did them any good simply backfired.
