Reread S.115 to fully understand it.
It pertains to those who paid into the program when they "were" here illegally and are now here legally and seeking those past credits in order to bring them up to what SS requires.
IMO, they do not deserve one credit from when they worked here illegally. They "were" here illegally and did not conform to the law in order to obtain employment, but that's just my opinion.
