This is an extract from a post on TCB on 26 March of 2004 by David Spragg.

5. The Four Queens have pulled their commemorative chips and issued a redemption notice as part of their recent change of ownership. This is not related to any changes in regulations (although the speculation as to whether THEY will produce any more may be). In time the house chips may well be changed as well.

Maybe he can provide more background on the subject and indicated whether there have been redemption notices on any 4Q chips in the 5 years since.

TLC Enterprises acquired the property from the Elsinore Corporation in 2003 I believe.
