Just so you know, there wasn't a "tie" between those 2 schools you mentioned and it's been "happening" for the last several years. It's called the "play in" game. Because of the number of conferences in NCAA basketball and the number of at large teams, there are actually 65 teams in the tourney, not 64.
The NCAA in their infinite wisdom did NOT want to give up 1 high profile "at large" selection to accommodate the 64 team field when the additional conference was created years ago, so they came up with the "play in" game. It usually matches the 2 weakest teams in the field. The winner of the "play in" game, then becomes the 16 seed in the bracket, as noted in your post.
