All good suggestions, but the fact you are saying that other folders respond fine and the pictures are the issue leads me down a different line of thinking. XP uses a cache to work with its pictures. Somethings you will see a funny Thumbs.db file. You may have turned off thumbnail cache, or you have a corrupted cache file.
