Wrap the matchbook in tissue and put it in a small rigid box. Put the box inside a bubble-pack envelope.

I usually use the plastic snap-lock boxes you can find at variety stores or at places like TAP PLASTICS. A rigid cardboard box that is sometimes used for cheap jewelry will also work.
