I don't know why you have not found the answer. I did note that I rather not have the residents of that state answer the question.

I first learned of this yesterday; either on Discovery or Travel.

They stated the area is still under British rule while showing pictures of tourists visiting.

Knowing the state's history/law will greatly help, though (and that's why I excluded residents of the state).

I found the information rather interesting, I might add...
