John ... not to be redundant ... but civil war tokens are not government issue either ... but they certainly ARE "numismatic items".

As for the lawyers in our club ... I don't recall any of them saying that "casinos chips are not numismatic items". What I do recall them saying is that casino chips do not fall under the Hobby Protection Act ... which are two different subjects that you are attempting to blend into one.
