If you were going to counterfeit US currency and all the older easy-to-make types were still accepted, which ones would you copy? Taking the genuine older ones out of circulation doesn't help. At some point, the Fed has to recall and demonitize the less secure bills. They may be waiting for the dollar devaluation which will require replacing all the Federal Reserve Notes anyway.
