Spa is in Belgium, although we 'started' Belgium only in 1830, and the Casino in Spa opened 1732, and at those times, depending on 'who was winning' we where part of France, The Netherlands or even Germany as Spa is close to Germany.

It is a very old pieces, for sure JB has more info, I have a similar one from Vichy in France for me late 1700s early 1800s...
