These casino chips have been attributed to a casino in CUBA by a few reputable sources and the $1 is listed on Charles Kaplan's awesome Caribbean Collectibles site.. I do not know what the letters ACS stand for. A junk dealer in fort lauderdale, FL sold me all the chips he had which consisted of a box of $5 and just a few $1's and 25's. There are only a hand full of good 1's and 25's (less than ten). These were bought by him years ago at a local yard sale here in south Florida.
