Not an "O" and not New Orleans

... and not ivory, either.

It has been called to my attention that these are being passed as New Orleans, and that the die-cut metal inlay on the obverse is an "O"

The inlay represents the letter "C" which is interlaced in a back-to-back configuration, and the composition of the core is something of a Celluloid-type plastic and NOT ivory.

Unlike most die-cut metal inlays (not filigreed metal overlays) seen on clay composition chips, these inlays are stamped-engraved; having a resemblance of engraved/carved graphics seen on ivory/pearl chips... and they're the same texture on both sides. The numeral 5 is surrounded by a twisting swirl of leaves and two blooms, and the incused rings were pigmented, and each piece was serialized.
