What you have pretty much sums it up. The only part that some (not me) may have an issue with is the part about clay composition chips from a casino being preferred. Many of the "Playable Set" collectors prefer chips not made for a casino. Custom chips (ASM, BCC, Chipco, etc.), Advertising chips (Paulson especially), or even Generic chips (like Roulettes or random hotstamps) are preferred by many collectors.
To me, retired casino chips are the only way to go for a playable set!
