The posted answers match what I've heard about these chips. What hasn't been answered is why a card room would use what are basically advertising chips for their game. I can only guess that money was tight and the chips were given free in return for the (somewhat limited) advertising provided to the players.

They are nice chips, and provide this fractional collector with a couple more inlaid California chips for his limited collection.
