In poker the house makes their money by raking the pot. So the dealer will take up to $4 from each pot and drop it in the cash box. They will use these chips to drop into the cash boxt. If they made these as drop chips they probably didn't make too many of them and they would rather them not get out. Tropicana did the same thing, as does Gold Coast with their $2 chips.
