Do you think chips (or pool cues) would be covered under your regular homeowners? I used to collect Hummels. One company told me (I think it was Allstate) that I was covered under my normal homeowners (I believe there are specific exceptions for coins, furs, works of art, one of a kind items, etc). The company told me that if your item does not fall under one of the specifically mentioned exclusions (and that the lost item can be replaced), you're covered. No need for a fine arts rider.
BTW, I would think that $400 claims would be covered as they would be considered minor. The problem arises in a big claim. Any insurance company would ask for proof of value which becomes sketchy when talking about chips. I could just see Jerry Birl asking for $2000-$2500 (or whatever the value is) because 7 Hard Rock Roulette chips (1st edition --- but hardly considered an antique) got lost in the mail. I'm not saying he wouldn't get paid, but I could see the company offering $500.
