If you were looking for a program help tweek your computer to make it run faster or to fix a minor bug and you came across the program you described, it could be legit, but probably a useless program... If you did nothing and all of a sudden this program came up and told you that you had a problem, then it is most likely a virus or spyware.

There are many programs that when you do a google search they say the program is free, that is usually a scanning program, but to fix the problem, they have another program they try to sell you.

A GREAT FREE UTILITY
One set of utilities that I like to use to tweek my computer is another free program called Glary Utilities by Glarysoft. Web Address http://www.glarysoft.com/ Great for repairing minor registry problems and it does a whole lot of other things. This is totally free and it works great. I read about it in PC Magazine in an article about the best free software available on the internet.
