1) MUST have different inlay or hot stamp front & back.
2) MUST have at least 3 different colored inserts
or
MUST have at least 3 "sets" of inserts using at least 2 different colors. (exception are split inserts eg: blk/yel/blk etc.)

This would be why there seems to only be about 1% of $1 chips that qualify. Now $5 chips are a completely different story. There's a heap of them out there.
