If you spend some time there you will see similar styled "engraved" chips from around 1905 or later. As for manufacturer, I do not know, but perhaps someone here has access to Seymour's guide.
Lastly, the website is a great resource, there is not much there in the way of "antique" poker chiops and posts on the Message Board are not allowed. This Message Board has a greater readership and is probably 100% inclusive of the readers there and buying/selling is permitted here.
