As an alternative suggestion to the tacks... There is a moulding product available at most hardware stores that is desingned to hold shower wall panels in-place. On end-view, they look like the letter "T" and come in 6' lengths. Running these strips vertically and horizontally, you can make it so the pocket pages can be removed and easily slipped back in. These strips also come in various colors. However, mounting the strips may be an issue, as they might have to be glued on.
But, if money is not a big limiter, you can do this with channel strips made of metal that are designed to edge vinyl tile squares or carpeting. These strips usually have mounting holes and also come in "T" patterns.
