I guess I see the word "racism" as purely negative, whereas voting for someone based on gender or race may be considered a form of discrimination, but a positive one, if you know what I mean. Thus, refusing to vote for a Black because you hate Blacks is both discriminatory and racist, but voting for a Black because you want to support advancement in civil rights - and not because you hate Whites - is discriminatory but not racist.
We discriminate every day, but not all discrimination is negative.
