I'm not sure of the exact waiting period but I think e-bays policy is 3 days for both parties to at least make contact. I would imagine if the buyer doesn't hold up to his end of the communication within 3 days of the auctions end you should be able to relist, but I'm not sure as I've never had to go that far.
