during the printing process, i.e., one color was running low. Not sure which one, but Marc Shapiro might have a clue, or Jim Steffner. Certainly not "junk" but not extreme enough to be an error. Especially since the inlay on the reverse is the same, which means at least a whole sheet of inplays were printed the same way and if one was, then others were probably as well.

If you have Photoshop, subject the chip to color shifting. Add red or subtract yellow and see if the result looks like the other chip. But I would just ask one of our printing resources around here.
