Armin attributes SMCRWN chips of this design to Harolds Club, El Centro, CA. He lists an orange no-value chip, but not the one marked 25c in the original post.

To my knowledge, the only SMCRWN chips used at Harolds in Reno were roulettes but the early days were pretty loose and poorly documented, so anything is possible.
