50% of the time - casino wins - costs casino nothing
50% of the time - casino loses - costs casino $25

On average - costs casino $12.50. Therefore accountability is 50%
That is the reasoning. Im not saying it is right.

I agree, with chips that you retain, on average it would be $12.50 + $6.25 + $3.12 + $1.56 (less the hold) etc. etc.

Remember though, it did not cost the casino $25 to give you the ncv in the first place. Your assumption is based on a loss of revenue - ie the player would have made the same bet with his own money anyway. I dont think that is true.

I aint doing the math at this time of night but Id guess statistically that the 'cost' of each 25ncv is probably around $16.
