Jay, I have no idea of value
I simply asked the question based on the information for three other MGM 25 NCV chips listed in TCR. I know that you didn't set the values in the current TCR and I'm NOT trying to give you a hard time. I know that you (and your partners) have a monumental task ahead of you. All I am saying is that I don't see two chips being $60 chips, the third chip being a $100 chip and the 4th one being a $25 chip since all 4 chips were "distributed" in likely the same manner.
For this particular chip, to answer your question, I obtained it relatively easily.
I was at the right place at the right time.
I just happened to see a lady get two of these from the cage. I offered her $25 and she took it.
Let's assume that 100 people a day get two of these from the cage based on a mailer that they received at home. How many of those 100 people are going to do ANYTHING with these chips except play them on the table. They get dropped and sent back to the cage and the process starts over.
One could camp out at the cage day after day and wait for a customer to get a few of these chips. Even then some receivers of the chips won't sell them. It doesn't make sense, but I have been denied when asking to buy NCV from customers.
In any case, what's your best guess as to value code?
