That would seem like a reasonable theory except in this case there were more that one in with other Fitzgerald roulette chips so they didn't end up on the floor .My guess is they had to many of the .25 chips and converted them to roulettes or???? I'm trying to find a employee that can fill me in. I have in the past tracked down lots of Harold Club employees for various answers to chip questions . One thing many have confirmed that the black $1.00 Good Luck chip was placed in thier pay envelope and was not a gun club chip.I may get some flack about that. The unlisted gun club roulettes that I have came from former employees and family members . I'm only a student of Harolds Club items and havn't looked into other clubs .But I bet there is chips out there that we havn't seen yet.
