That's not the point, John.
Congress can pass it for one year (or forever) and the President can sign it into law. It can then be changed again at anytime by another vote of Congress and another Presidential signature. ....kinda like tax cuts. I'd place no real significance on the length of the term of the raise, other than to suggest the second guy to propose the same thing tried to out do the first guy, strictly as a campaign tactic.
