No federal spending is controlled solely by our President. He can't cut or raise or otherwise cause the spending of a single nickel without a bill being passed by both Houses of Congress (all of those originating in the House of Representatives) and placed in front of him to sign. Who controls Congress right now? A clue...it isn't Republicans. IOW, all Dubya did that is having a personal affect on you in this case is, he agreed with Democrats.
