The Borroman Islands are private property; owned by the Borromeo family (very rich history) who now are having a hard time running the place and had to set up shop here in PA to help pay expenses.

Kind of like some of our local private property here in Palm Beach that's owned by Trump; the former owners couldn't give it away to the city due to the cost of upkeep.
