Yes - When you bring in new chips it does make the casino liability higher, however let's say 2,000 $5 chips is only an additional $10,000 in additional liability for the casino. I don't know about New Jersey, but I don't think an extra $10,000 in liability will kill a profitable casino. I don't know about other jurisdictions, but I am sure that the liability can be offset by destroying old, worn or mutilated chips.
