I suspect they view it as a nickel and dimes thing that just isn't worth the bother. Better to let the cage folks concentrate on the main line business. I would guess that the total cost goes up some when you consider the design time and the gaming approval hoops that have to be managed by someone. Just a good old bottom line business decision.
