Back during the 1967 Detroit riots, there was similar concern over the mayor and governor seeking federal troops. Until they made the request (which they felt would be perceived as heavy-handed), LBJ couldn't "federalize" the Michigan National Guard and send additional federal assistance to quell the rioting.
I agree the state should act first and then seek federal assistance on an as-needed basis. If nothing else, it promotes local responsibility. But I also wonder whether state officials are well-versed on the process (Louisiana 2005) or whether politics/P.R. enters into the decision-making process (Michigan 1967).
