... numerous fees that are normally in place, they certainly should have control of what some airlines are doing.

I can tell you one thing for fact; airlines and ferry services in The Bahamas and many Caribbean nations charge nothing when evacuations are in effect.. and most major hotel chains in those areas will do the same for visitors. Yes, visitors (as well as locals, of course) and visitors are welcome at local shelters as well.

The Casino at Bahamia on GBI became one such shelter in the 04-05 season; though the property was in disrepair due to prior storms that year... but the owners did make the effort/move to protect life way before the government did.
