I don't believe that is an actual chip.
Instead I am pretty sure that that is the actual inlays that would have been used to make the $28k chip back when they were produced.
This sample was just never used in the production and is a sample of what the inlays would look like outside of being in a chip.

Doubt it is worth anywhere near the value of the chip that sold.
