I think it would be hard to say shill bidding took place as the person who bid could say they were bidding on a chip they wanted. There are several indications that shill bidding took place, but again I think it will be hard to prove. Also the person selling the chip may not even be aware a bid was placed. Maybe someone was just doing a friend a favor. Therefore the seller may not even be in on it.
