I also suspected some cases of shill bidding on ebay. It is a shame, as I would rather the seller just set the reserve to what thay want. However on the flip side, I figure shill or no shill, I determine the max I am willing to pay and leave it at that. Sometimes, I will reconsider and move my max up but ultimately the seller risks losing any sale for the item if the shill "overreaches". One case that I do think could indicate "shilling" is when a seller has offered me a 2nd chance offer because "the winner was unable or unwilling to complete the purchase after the auction closed".
