I just want to give my 2 cents here. I'm too a Canadian. I've purchased 1000s of chips, individals and racks, 99.8% of my purchases are from the States either through ebay or through other sources. IMO, insurance should have been added either Rick paid for it or not. If I remember correctly from the invoice the shipping charge was $3.50 is that the actual postage cost? I don't think so. I don't think I've ever received a couple of chips with more then $1.20 in postage. So that mean the rest is for packaging/handling? Was packaging/handling offered as an option? Why not just add the $1.20 for insurance instead of offering as an option? I don't know if the cost of delivery was every discussed, probably not.
The point I want to make here is not to have people think sending chips to Canada is such a bad thing. If I'm the seller I would only offer delivery with insurance or Priority mailing(unless it's a small amount). It's up to the buyer to decide if they want to accept these delivery options or not. I think these options are a peace of mind to the seller and buyer.
