Just a suggestion
I have no intention of sticking my nose in where it doesn't belong and offer my opinion on this matter but I do have a suggestion for you. If the item was shipped out of the country, it should have a tracking number assigned, even first class mail requires a form. I have had items shipped out of the country that were "hung up" in customs. If you have the tracking number and contact your local postal service, they may be able to find the package for you. If the seller didn't write down the number when he shipped it then it is also on his receipt from the post office. Out of about 400 packages shipped out of the country, I have had a few hung up in customs but I only had one I couldn't track down and it mysteriously came back in the mail about 6 months after I shipped it.
