maybe something else such as lying, manipulative, dishonest, illiterate would be more accurate. He is VERY smart when it comes to bringing in the profits for himself and his special interests but his job is to help the whole country, not himself and his special interests.

He was Very smart when he pulled the biggest magic trick in history by convincing this country (but not the rest of the world) that Iraq had something to do with 9/11. That was the best display of smarts he had but too bad those smarts were used against us and not for us. Too bad. Oh well, hopefully he will not declare marshall law and cancel the 2008 election and become a dictator since he gave himself the power to do just that along with too many other changes he made to the constitution. Too bad.

So you are correct, he is not 'dumb' but sure is a hazard to the citizens of this country, and of others around the globe...except his buddies in Saudi Arabia.
