Unlike house chips, LE's for the most part have been a recent invention and the history of the group is well known. I don't think we are going to have too many finds of previously not known LE chips. To me it would make sense to make a one time master edition of LE's and then the next issue of the Chip Rack would only need note the new additions since the last issue. If prices change for the old LE's, a sheet with the Chip Rack number and new value could be provided.
Regarding roulettes, why not make the Chip Rack number longer? Say R####.#.## Where the first 4 numbers could be the master number for the chip, the second number for the table number and the final two numbers for a code for the color. A standard code list of the colors could be provided and then only the first 4 numbers would need to be issued and if further colors or table numbers are found between issues people could figure for themselves what the number would be.
