I have a strange feeling that seller has been told before that this is a fantasy chip and like you said, does nothing about it.

That in my opinion is misrepresentation at best and may cross the line into fraud.

All depends on if he knows better.

That particular chip is not OLD, Is not Vintage, and Is not Rare (well maybe rare in the terms of a Drop Bar Chip.....
