These are WAY outside of my collecting areas, so I don't really have a stake here, but here are my thoughts:
1. These chips are, apparently, "not previously available." I would not call them "rare." To me, availability and rarity are separate issues. Rarity, in my mind, is a matter of the number in existence. Value is determined by supply and demand. Supply is availability. Demand is determined, in part, I believe, by rarity.
2. The minimum bid does not seem high for any set of nearly 1000 chipco chips. So, does it really matter if they are labeled as "rare" or not? Especially when the prevailing thought being expressed here is clearly that they are not?
3. I don't think you are trying to deceive anyone.
4. I wish you luck with your sale.
