I believe we had 10 contestants, meaning 10 chips. If, for example, 4 people tied with 1 correct answer, then those four should each get 2 chips. The remaining 2 chips can go to the person who picked the person with the most chips in the tournament (not me, I'm sure). Sound fair. After all, the contest was to pick the most people at the final table, so placement should not determine the winner (unless you spelled that out in advance). Unless, of course, you think it should.
