Rich - I don't have a specific listing for "25" or "2.5," so if others say it's a fractional like that, I have no reason to doubt them. The numbers were definitely a two and a five, but how those numbers are configured is beyond me (also keep in mind that sometimes Chinese numbers are read left to right and sometimes right to left, depending on dialect).

And could it be that the two hash marks are horizontal? Yes, since horizontal hash marks is the way ordinary Chinese/Japanese is written (for numbers 1, 2 & 3), but then the 5 is laying on its side.
