"Casino" in Jersey prior to legalized gaming ...

... meant "ARCADE". Many seashore towns like Keansburg, Asbury Park, Seaside Heights, Seaside Park, Atlantic City, Ocean City, Somers Point, Wildwood, etc. had (some still do) boardwalk arcades where players could win tickets on various games for prizes. They were often called "Casino".
