They closed from 4 PM to 8:30 PM Thursday, opened for the concert and VIP events, and then opened to the public at an unspecified time. Sunday's "pay the tunnel toll" event (where the casino will pay for a certain number of tunnel tolls for Americans crossing into Canada) is a special promotion, but not the actual grand opening. Unfortunately, thanks to Caesars Windsor's rather ineffective publicity machine (i.e., no website details) only the free tunnel toll is getting much attention in local and regional media, and the grand opening hours were mentioned only in a small part of the the Detroit News.
