I'm not sure about the middle one.
The bottom one is Pan NCV .25 White H&C None HS-blue R-9 30-45-60
There are 4 white pan chips listed, again all as 5th issue?? I don't know if the middle one is listed or not--I suspect not because there isn't one listed with just a 25 with no .00 or.
As compated to TCR:
Top: V6743??N2282?? One says Pan Tournament/No Cash Value and one says Pan Tournament?? Although both are NCV Chips.
Middle:V6743?? N2282? One says Pan Tournament/No Cash Value and one says Pan Tournament?? Although both are NCV Chips.
Bottom: V7756 D (fairly easy match due to the notation of gold/blue hot stamp).

The blue HS ones come in both LCV and SCV.
As an aside, I find it interesting that the chips (white yellow and orange) with the blue hot stamp were aparently ordered with dollar and cent signs. As these are tournament chips they shouldn't have the signs. This would explain why they had to be overstamped NCV.
