Armin has it as Gardena California but lists it as black and orange rather than navy and orange. These Western Club chips were attributed to Nevada when I first started collecting but I believe most agree with the California origin now. James' book says may have been used in LV as well.

Even as CA chips, though, they are pretty hard to find. Both the 5 and 20 are probably worth $100 retail.
