In brief, here is the story. Howdy Herz, years ago, photographed the pages of the chip sample volumes at the U.S. Playing Card Co. library. (I happen to have a set of the photos.) From those photos, Kregg's guide to USPC chips was made. Some of the "CC" chip designs look similar. Looks like Howdy missed, for the book, the one shown here.
The "TFB" chip is dated 1912. There is no date for the "Chicago Club" chips, but (1) it must be about 1912, being on the same page as the TFB ones, and (2) the USPC people wrote three reorder dates on the paper label for the Chicago Club chips, dates for these years: 1919, 1920 and 1924, so they are at least that old.
